Hainan Trade Industrial Co., Ltd.
Hainan Trade Industrial Co., Ltd. is a wholly owned subsidiary of the Foundation for Regional Development of China–Armenia Relations.
The Company was registered on 11 October 2022 in Hainan Province, People's Republic of China. Its registered capital amounts to RMB 100 million (approximately USD 13.7 million). The Company's Founder and Chief Executive Officer is Dr. Sergey Avanesov.

Cooperation with Hainan Province
A Memorandum of Cooperation has been signed between the People's Government of Hainan Province (PRC) and the Shirak Province (Marz) of the Republic of Armenia.
All rights for the implementation of this Memorandum have been entrusted to the Foundation for Regional Development of China–Armenia Relations (the Foundation).

Pursuant to these powers, the Foundation is carrying out systematic work to implement the Memorandum in practice. Specifically, to execute the Foundation's plans for establishing an International Trade House, Hainan Trade Industrial Co., Ltd. was incorporated and registered as the Foundation's principal operational instrument in Hainan Province.
In addition, the Foundation has signed an exclusive investment cooperation agreement with the Commerce Bureau of Qiongshan District, Haikou City. Dr. Sergey Avanesov has been officially authorized by the Government of Hainan Province to serve as an Investment Ambassador.

International Trade House
Hainan Trade Industrial Co., Ltd. was established as the foundation for creating the International Trade House.
Companies and organizations from Germany, Hungary, Brazil, South Africa, and Russia have already expressed strong interest in participating in its establishment. For this reason, the project is positioned as an International Trade House, bringing together partners from multiple countries and providing access to the markets of Asia, Europe, Latin America, and Africa.

Hainan Trade Industrial Co., Ltd. is a strategic instrument established by the Foundation to implement the Memorandum of Cooperation between the Government of Hainan Province and the Shirak Province of the Republic of Armenia, as well as to establish the International Trade House with the participation of partners from Europe, Asia, Latin America, and Africa.

Hainan is China’s southernmost province and the country’s largest free trade port. Following the implementation of the island-wide independent customs operation, the province offers zero tariffs on approximately 74% of tariff lines, a preferential corporate income tax rate of 15% for encouraged industries, as well as the possibility of duty-free entry of goods into the Chinese mainland market when at least 30% local value added is achieved. These conditions make Hainan one of the most attractive destinations for foreign investment and manufacturing activities.

The Fund for Regional Development of Chinese-Armenian Relations regards Hainan as a strategic area of its activities. As part of the Fund’s objectives to develop trade and economic cooperation between Armenia, Russia, the CIS countries, and China, a specialized subsidiary company has been established.

The company was established as the Fund’s operational and investment platform within the Hainan Free Trade Port. Through this company, the Fund implements practical projects aimed at attracting manufacturers, specialists, and investment, as well as developing bilateral trade and economic relations.

Memorandum of Cooperation
An important foundation for this work is the signed Memorandum of Understanding and Cooperation between the Government of Hainan Province of the People’s Republic of China and the Administration of Shirak Province of the Republic of Armenia. The provisions of this Memorandum are implemented through Hainan Trade Industrial Co., Ltd. The company serves as the principal implementation mechanism for advancing specific projects under the agreements reached.

Tax Incentives
Hainan Trade Industrial Co., Ltd., being registered and operating within the Hainan Free Trade Port, is eligible to benefit from the preferential tax regime. Subject to the applicable requirements — including substantial operational activities in Hainan and classification of its principal business activities within encouraged industries — the company may benefit from a corporate income tax rate of 15% instead of the standard rate of 25%.

The preferential rate is valid until December 31, 2027 and applies to enterprises whose principal business activities fall within the Catalogue of Encouraged Industries of the Hainan Free Trade Port, provided that income generated from such activities accounts for at least 60% of total revenue.

Our Role
Hainan Trade Industrial Co., Ltd. provides comprehensive support to foreign companies, primarily from Russia, the CIS countries, and Europe, that are interested in entering the Hainan Free Trade Port market:

• selection of industrial parks and manufacturing sites
• assistance with company registration and obtaining the required permits
• support in accessing tax incentives and customs preferences
• organization of negotiations with Hainan government authorities and enterprises
• assistance with project structuring and financing arrangements
